Collaborative Action: LEYECO V and LGU Ormoc Address Energy Challenges

Leyte V Electric Cooperative, Inc. (LEYECO V) attended a coordination meeting upon the invitation of the Local Government Unit of Ormoc City, facilitated through SP Member Lalaine Marcos, to discuss pressing concerns related to the current fuel crisis and its potential impact on electricity rates and power distribution operations.

The discussions centered on the Cooperative’s proactive measures to ensure reliable service delivery, procurement of least-cost power supply, and the possible interventions from Local Government Units (LGUs) and Non-Government Agencies (NGAs). Renewable energy initiatives were likewise highlighted, along with the importance of maintaining transparency in the conduct of the Competitive Selection Process (CSP) for power supply procurement.

General Manager Atty. Jannie Ann J. Dayandayan, CPA reported that LEYECO V is currently in the initial stages of conducting a CSP for compliance with the Renewable Portfolio Standard (RPS) for the current year. She further confirmed that the LGU of Ormoc is being considered as one of the official observers during the bidding process.

To address the concerns raised, Engr. Michael R. Guiñarez, REE, RME, Corplan Manager, presented the Cooperative’s mitigation strategies and action plans in response to the fuel crisis. His presentation outlined key interventions and identified areas where support and collaboration from LGUs within the franchise area could further strengthen ongoing initiatives.

The presentation also emphasized relevant government policies and programs supporting renewable energy transition and open access, including Net Metering, Green Energy Option Program (GEOP), Green Energy Auction Program (GEAP), and Distributed Energy Resources (DERs), as provided under Republic Act No. 9513.

Also present during the meeting were SP Member Peter Rodriguez, City Planning Officer Engr. Raoul E. Cam, SP Member Eusebio Gerardo Penserga, Engr. Kevin Navarrete, LEYECO V Board President Paulito A. Cotiangco, Director Maximo T. Torcende, Rate Analyst Ricaflor Suan, and PR Officer Elvira M. Baluyo.

The meeting underscored LEYECO V’s strong commitment to proactive planning, transparency, and sustained collaboration with local stakeholders in addressing current energy challenges, ensuring power reliability, and advancing sustainable energy solutions and transition initiatives.
